Trusting God in Trying Times

Why does it always seem like God is silent when we are facing turbulent times? Why is it so hard to trust God when we are at our lowest. God wants us to trust Him in trying times because He is at work behind the scenes working things out for the best for those that have a personal relationship with Him.
